We provide administration in education and leisure activities. Within its remit, the department provides for the welcoming of citizens and congratulations on life anniversaries, drafts general binding ordinances, cooperates in the management of cultural events in the city, ensures compliance with the Copyright Act, etc.

We provide activities related to issues of elections, identity cards, travel documents, population registration, offences and civil registry. We also focus on invalid documents, issuance of civil registry documents, marriage and registered partnership, citizenship and other services.

Adjudicates certificates of proficiency and organizes and conducts driver's tests or misdemeanor proceedings. The department includes a traffic and road administration department and a road vehicle registration department.

The city is located at an altitude of 135 meters and has 49833 inhabitants. The cadastral area is 1180 ha. Its administrative district includes 34 municipalities. It has a hospital, kindergarten, primary, secondary and university schools, a theatre, cinema and a children and youth house.
