Provision of administration in the field of education and culture. Coordination of the enrolment of children in kindergartens and primary schools, responsibility for the use of funds.

Providing civil registry and population registration. Authentication of copies, signatures, birth, marriage and death certificates. Issuing ID cards, adjudicating misdemeanors, authorizing name changes, updating collections of deeds and second copies of registry books.

Providing environmental, water, air, animal, veterinary and plant health care. The department deals with fisheries, forestry and hunting.

The city is located at an altitude of 219 metres and has a population of 100043 inhabitants. The cadastral area is 10337 ha. Its administrative district includes 45 municipalities. The cultural monuments include the town hall with the astronomical clock, a monastery, churches, the Holy Trinity Column, Hercules' fountain.
