The department issues decisions on the granting of a concession, on the suspension of a trade. Maintains trade register. Registers agricultural entrepreneurs. Imposes and collects fines in block and administrative proceedings. Handles complaints and complaints in the field of trade business.

Engaged in providing administration in the field of education and culture. We ensure the fulfilment of the founder functions of schools established by the city, the House of Children and Youth, the agenda of subsidy programmes and the delinquency agenda.

The department provides registration of residents, ID cards and travel documents. It manages the registry office.

We provide construction and legal activities of the city. We prepare land-use planning documentation, documents and delineation of the built-up area. We issue zoning decisions, zoning consents, consents for notified buildings and building permits.
