The Municipality performs the functions of a municipal authority with extended competence in the delegated area of the entire city, unless otherwise provided by law or regulation.

The fourth district of Pilsen is named after one of the original settlements, Doubravka. The district forms the eastern part of Pilsen and consists of the original villages of Doubravka, Letná, Lobzy and others from the villages of Bukovec, Červený Hrádek, Újezd, Zábělá, which still form separate satellites. The historical centre of Černice was built in the first half of the 15th century, at that time it belonged to the city of Pilsen.

Urban district in the southern part of the statutory city. The Litický brook and the Radbuza river, on which the České údolí dam was built, flow through the district. The first historical mention of the village dates back to 1211. In 1970, Litice was again annexed to Pilsen after six years.
