Ensures the performance of state administration in the field of territorial decision-making and construction legal activities in the territory of the town of Kosmonosy. Decides on the location of construction, change of land use, change of construction and change of the impact of construction on the use of the territory, division and consolidation of land or on the protection zone.

Provides activities in the field of local and housing management of the city and in the social field. Carries out the issuing and receipt of completed forms, registration of applications for municipal housing, conclusion of lease contracts for municipal housing, maintenance of municipal housing, registration of fees for disposal of household waste, etc.

The Municipality performs the functions of a municipal authority of a municipality with extended jurisdiction in a delegated capacity throughout the city, unless otherwise provided by law or regulation.
