Providing civil registry and population registration. Oversees all preparatory work relating to elections, referendums and censuses. Management and maintenance of the local authority buildings. Issues copies of birth, marriage and death certificates. Makes arrangements for wedding ceremonies. Maintains the lost and found agenda.

Providing construction and environmental management activities of the city.

The Department includes the Public Relations Department, the Organizational Department, the Civil Defence and Protection Department, the Economic Administration Department and the Motor Transport Department. It deals with the development of the city's emergency plan, maintenance of CO shelters and the provision of an early warning system for residents. It takes care of the prevention of industrial accidents.
