The Department primarily handles support activities for City employees, maintains records of tangible property, provides auto repair, cleaning of City Hall buildings, and property repair. It also organises elections.

The department provides planning of investments from the city budget, preparation of more difficult construction and other investments, pre-project documentation, etc. It also handles liaison with citizens, investors and contractors for works paid for from the city budget.
