City property management. The Property Management Department handles a large agenda related to disposition rights. This includes transfers of ownership of real property, sales of apartments, condominiums, land and more. The department includes the following branches: legal, administration, property and organizational.

Providing construction and legal activities of the city. Issues decisions on the location of buildings or facilities, on the change of land use. Handles complaints, comments and queries in the field of conservation. The Building Offences Department carries out advisory activities for builders.

Provides environmental protection. The water department issues permits for surface and groundwater management. Air and Waste Division decides on the assessment of pollution charges for small and medium stationary sources.

Coordination in the field of social services, the implementation of social work activities to address adverse social situations and the performance of socio-legal protection of children. Receipt of applications for the allocation of rental apartments in nursing homes.
