Providing construction and legal activities of the city. The department carries out zoning proceedings for the location of buildings, for the protection zone, for the change of land use, the division and consolidation of land, the issuance of other measures for the consolidation and division of land and the confirmation of geometric plans.

Commissioning and leading the development of city investment projects and ensuring their implementation. The department monitors and promotes sustainable development of the city and the enhancement of the urban area.
