The main goal of the foundation is to care for the work of Otakar Vávra, to process and pass it on to the next generation of artists, and at the same time to teach the general public how to watch films again and thus enrich them. It also organizes retreats, retreats for priests and educational workshops.

The institution is a body under the direct authority of the Minister of Defence for planning and coordinating his work programme. It comprehensively ensures and coordinates protocol activities.

The Authority is legally responsible for defence standardisation, cataloguing and state quality verification of products and services intended to ensure national defence. In carrying out its tasks, it cooperates with other ministries, other administrative authorities, regions, relevant NATO bodies and others.
