The Authority is responsible for environmental protection, focusing on the protection of nature and landscape, animals, air, agricultural land and forests. It also focuses on fisheries and hunting, waste, water supply and sewerage. It provides expert information on the environment.

Providing construction and legal services for the city. The department issues memos, opinions, and decisions. Carries out the exercise of state building supervision. Manages and maintains the geographic information system, handles offences and administrative offences in the field of ecology, informs about environmental impact assessment.

It monitors and controls compliance with budgetary discipline, prepares documents for subsidies from the state budget and other sources, ensures liaison with monetary institutions.
