The Authority issues decisions on granting a licence or suspending a trade and maintains a trade register.

Providing civil registration and population registration services. Receipt, processing and issue of identity cards and passports. The department carries out all civil registration of births, marriages and deaths and receives applications for criminal records.

Commissioning and leading the development of city investment projects and ensuring their implementation. The department monitors and promotes sustainable development of the city and the enhancement of the urban area.

Providing construction and environmental management activities of the city.

Provision of civil registry and population registration.

The Authority issues decisions to grant, suspend and discontinue concessions. Maintains the trade register, issues extracts and carries out inspections. It supervises compliance with the obligations laid down in the Consumer Protection Act.

Managing civil registration and population records. Accepting applications for change of permanent residence, name and surname, marriage. Issuing ID cards, reporting theft and damage. Making changes to travel documents. Certification of copies of documents and signatures. Making duplicate documents.

Issuance of planning and occupancy permits, building permits and notices for minor construction, alterations and maintenance work.

Provision of heritage management and education. The department issues binding opinions on plans for the restoration of properties, including new buildings, which are not cultural monuments but are in the territory where the state heritage protection exercises its interests.

The Department grants and withdraws driving licences, maintains a register of drivers, and deals with offences against road safety and traffic flow. Decides on the issuance of registration to operate a driving school, registration of road vehicles on the register, closures and assigns registration plates.

The department is responsible for budgeting, financial projections and analysis, financial performance and local levy administration. It handles complete accounting, payroll for the city government, handles all payment transactions, and handles lotteries and similar games.
