Providing construction and legal activities of the city. The department manages the zoning proceedings within the scope of the territorial competence of the building authority and the registration of issued decisions. It also carries out inspections of buildings under construction at the stages specified in the conditions of the building permit and issues consent to change the use of the building.

Management of the city's economy. Preparation of annual budgets and budget projections, including preparation of annual analyses of the City's financial performance and financial settlements.

City Management. Handles all payment and clearing, banking operations, fund transfers. Keeps records of regulations, depreciation and payments on individual receivables, accounting of movement of assets under the management of the city, local fees.
