The activities of the Department are the exercise of both independent and delegated competence. The Department comprises four divisions - the Public Procurement Division, the Planning Division, the Development Division and the Investment Preparation and Implementation Division.

Care for disabled citizens and social protection of children. We deal with minority issues. We keep records of the city's property in the field of health and social affairs.

It comprehensively ensures the preparation and implementation of the city's investments. Prepares investment programmes for new city projects (methods and procedures of implementation). Prepares documents and assesses projects in terms of feasibility.

Providing environmental protection. Granting consents for the removal of agricultural land from the agricultural land fund, issuing permits for the felling of trees and issuing consents for the establishment or removal of purpose built roads, paths and footpaths.

Providing construction and environmental management services for the city. Provision of planning information on construction plans, issuing consent in the use of construction or exercising state supervision.

Providing construction legal services to the City. Exercising delegated authority in matters of zoning, decision making and eminent domain under the Building Code.

Management of the city's economy. Enforcement of unpaid local and administrative fees, preparation of tax returns, issuance of gaming machine permits and enforcement of unpaid local and administrative fees.

The building authority issues building permits, zoning permits, calls for completion of documentation necessary for the building procedure and for elimination of defects in the building, orders stoppage of construction work on the building. It carries out state construction supervision, expropriation proceedings, and building approval proceedings.

Providing administration in the field of education and culture. Organisation of cultural events. Preparation of draft budgets for the state budget. Provision of methodological assistance to schools and educational establishments. Preparation of salary schedules for school and school directors.

Management of the city's economy. The Department manages the financial affairs of the City and is divided into the Financial Accounting and Budget Division, the Local Tax Division, and the Debt Collection Division. The Finance Department also includes the local and administrative fees and debt collection. It provides accounting and supervision.
