Providing legal services in civil and administrative matters. Keeping records and archiving of municipal ordinances, providing documents for the preparation of pre-project and project documentation for the implementation of investment projects and administration of tenders for public contracts.

Providing environmental protection. Granting consents for the removal of agricultural land from the agricultural land fund, issuing permits for the felling of trees and issuing consents for the establishment or removal of purpose built roads, paths and footpaths.

The activities of the Department are the exercise of both independent and delegated competence. The Department comprises four divisions - the Public Procurement Division, the Planning Division, the Development Division and the Investment Preparation and Implementation Division.

Providing administration in the field of education and culture. Organisation of cultural events. Preparation of draft budgets for the state budget. Provision of methodological assistance to schools and educational establishments. Preparation of salary schedules for school and school directors.

The Legal Activities Department is responsible for dealing with offences, complaints and petitions and other matters based on the applicable legislation. The Registry Department is responsible for marriages, issuing birth and death certificates, as well as vidimation and legalization.

The municipality performs the tasks of the municipal authority of the municipality with extended competence in the delegated competence on the territory of the whole city.
