Providing construction and legal activities of the city. The Department issues decisions on the location of construction, change of land use or subdivision or consolidation of land. It also conducts building approvals, extends deadlines for completion of construction, and arranges for the issuance of a petition for an early occupancy permit.

Environmental assurance. Making decisions about restricting access to forests, subdividing forest land or keeping forest management records. The department issues or withdraws hunting licenses and and clears seals and game origin tickets, approves fisherman and their deputies, and collects fees.
