The Department carries out all activities in the area of management of the city's financial resources, including budgets and analyses, accounting, tax and fee administration, and in the area of water and property law within the scope of the authority conferred by the relevant regulations.

Performs governmental administration in the field of movable and immovable city property, restitution, contractual relations, leases and easements. Provides repair, maintenance and cleaning of public spaces, roads and sidewalks. It implements investment projects, including public procurement and subsidies.

It carries out the complete agenda in the field of civil registration. Maintains registry books and collections of documents. It issues certificates of civil registry events, authorises access to civil registry books and collections of documents, decides on requests for change of name or surname, arranges wedding ceremonies, and conducts administrative proceedings in the civil registry department.

It ensures the elections to the representative bodies in terms of material and technical aspects, the organization of the census of population, houses and apartments, the authorization of cultural, sports and other events. It manages the agenda of social and legal protection of children and family care.

The Authority provides construction and legal activities for the City. It ensures the coordination of construction activities with other investors in the cadastral territory of the city and the duties of the investor on the construction sites of the city. It awards public contracts. Issues permits for constructions, changes to constructions, for the location of constructions and decisions on approval.
