Commissioning and leading the development of City capital projects and ensuring their implementation. The department also provides activities related to the state subsidy policy and control over the fulfilment of the conditions of subsidies, deals with the registration and inventory of movable and immovable property of the city, organizes tenders.

Ensuring the management of the city's economy. The department is responsible for the preparation of the city budget, preparation of the final accounts of the city, financial reporting, payment, registration and recovery of receivables, comprehensive administration of local fees, financial management of established contributory organisations and other activities.

Care for disabled citizens and social protection of children. We deal with minority issues. We keep records of the city's property in the field of health and social affairs.
