The department provides capital construction. It consists of a department for the preparation and implementation of investment projects and a department for technical and economic management. It also carries out interim and final checks on the eligibility of the earmarked use of subsidies and statistical reporting and evaluation of investment projects.

The club is one of the centres of social life in Zlín, it was opened on 6 October 2014. It is located in the reconstructed premises of the former burgher school (later library) in the building with no. 204, within sight of the Peace Square. The building was completed in 1897 and its architect was Dominik Fey.

The department handles the legal and public procurement areas. It handles and adjudicates administrative offences and maintains a register of claims.

The Department carries out and coordinates activities in the field of education, health and youth. It is responsible for the financing, budgeting and administration of the education and sports departments.
