The unit carries out an independent review and evaluation of the adequacy of management control, economy, efficiency and effectiveness of the Authority's activities. The municipal police provide local public order matters. It deals with offences and illegal actions of offenders, including their arrest. It deals with the protection of the safety of persons and property. It has service dogs and horses, vehicles and equipment.

The department ensures the elaboration of strategies, verifies their reality, monitors their implementation and ensures their updating, at the level of the city and the Ostrava agglomeration. It proposes the implementation of strategies and their objectives. It implements non-investment projects thematically falling within the area of strategic development.
