The department provides self-government activities in the field of education (for pre-school facilities, schools and school facilities established by the town of Česká Lípa), culture and sport. Management of the city's property and property relations, ensuring capital construction.

The department is responsible for the maintenance of the vehicle register, the performance of state professional supervision in road transport, the administration of the agenda concerning driving schools, traffic offences. It assigns registration plates and carries out permanent and temporary scrapping of vehicles. Issues road motor vehicle registration certificates.

Provides social care, assistance in material need and social and legal protection of children. Decides on social benefits and allowances. Provides social counselling and assistance in exercising rights. Handles the agenda of school establishments in relation to the founder.

City property and property management. Receive, record and maintain written applications for the lease, sale, acquisition and exchange of land. Provision of surveying services in the surveying of land for sale or lease and its registration. Maintaining the file in relation to the cadastral office.

Carries out filing services and archiving, civil registry, population registration, administrative activities. Ensures the proper running of the office. Issues civil registry documents from the register of births, deaths and marriages. Verifies and sends requests for criminal records. Provides documents for elections, censuses and population and housing censuses.

The department ensures environmental protection. There is a department for nature, landscape, air and waste protection. It archives documents and manages handy file rooms. It issues water management permits and approval for construction in floodplains.

Adjudicates certificates of proficiency and organizes and conducts driver's tests or misdemeanor proceedings. The department includes a traffic and road administration department and a road vehicle registration department.
